2018 Election Candidates

On Tuesday, November 6, City residents have the chance to elect two council members and a City Clerk.

Meet the Candidates

City Council

There are five candidates for two City Council openings:

Blanca Lopez

Age: 33

Occupation: Inland Region Director of the Golden State Opportunity Foundation

Blanca Lopez has been a resident in the city of Perris for over twenty years and a homeowner for the past ten years. She is the Director of a statewide non-profit organization where she oversees the efforts to overcome poverty issues. Her work spans over five counties including Riverside and San Bernardino. She brings over ten years of experience working in various communities and tackling issues that affect residents in their daily lives. She is qualified and ready to bring her knowledge and experience to the Perris City Council.

Marisela Magana

Age: 28

Occupation: Therapeutic Behavioral Services Coach for the Community Access Network

Candidate Statement: Marisela Magana is a community leader, social worker, educator and longtime Perris resident. She is running for City Council to fight for the best interests of our residents and improve the quality of life in our neighborhoods.As our Councilwoman, Marisela will work hard to responsibly manage our tax dollars and increase transparency, protect funding for the programs our seniors rely on, and improve access to after-school enrichment and mentorship programs.Marisela currently serves as a behavior health specialist and a substitute teacher for the Val Verde School District. In these roles, she works with youth to overcome emotional and educational challenges. Marisela is a first-generation college graduate and hold a BA in Sociology from the University of California, Riverside and a Master’s in Management from the University of Redlands. She began her career in public service as the Senior Field Representative for Congressman Mark Takano, and then as a Health Educator for the City of Perris.“As your Councilwoman, I will work hard every day to improve Perris’ quality of life and serve as the accessible, responsive and effective advocate that you deserve at City Hall. I would be honored to earn your vote.”

Brady A. McCarron

Age: 49

Occupation: Military broadcaster/ educator

Candidate Statement: Perris is an amazing city, rich in history, full of possibilities, and home to a diverse community of residents who deserve a future that exceeds the standards others have set for us. Perris deserves a leader who will bring innovation, energy and passion to the City Council. As an eleven-year resident, I know where our city has been and where we want to go! We still need more housing and commercial options so our money stays in our city. We must make infrastructure expansion and repair a priority now, not later. We need more youth and senior programs to serve those growing populations. And we still have to address the overdue beautification throughout our great city. I am a 20-year veteran of the Air Force. I understand hard work and commitment. I have served eight years on your Planning Commission building a better Perris for all of us. I know the potential our City has. As a parent and a nine-year substitute teacher in our schools, I know the everyday problems our families face and how we can work together to solve them. Together, let’s move Perris forward.

David Starr Rabb

Occupation: Councilmember/Attorney

Candidate Statement: During my time on the Council, I have worked to attract new businesses to the City, improve our infrastructure, and create opportunities for Perris’ youth and seniors. As your councilman, I have kept a watchful eye on your tax dollars. Due to the Council’s efforts in securing additional revenue sources and cutting excessive spending, Perris is one of the most financially solvent cities in the County of Riverside. I am committed to doing what is best for all Perris residents. I have maintained an open-door policy, always making myself accessible to the community. I’ve attended countless community events and have worked with numerous residents to resolve their important issues. As a felony prosecutor in San Bernardino County, public safety is a top priority. That’s why I have fought to hire additional police officers to ensure our residents are well-protected. My Perris upbringing, military service, legal career, and Stanford education have prepared me to be an effective advocate for our City. I respectfully ask for your votes so we can continue to move Perris forward.

Raul Ruiz

Age: 56

Occupation: Business Owner/Teacher

Candidate Statement: My name is Raul Ruiz, and I am running for City Council because Perris has given me so much and I feel it is time to give back. I am a small business owner and I feel the city would benefit from a leader with roots from our community that can balance budgets, make decisions, and help others achieve their goals. My dedication to community service is demonstrated by my service on the St. James School Board, the St. James Parish Council, and as president of the 5th District Municipal Advisory Council. Further, as a little league coach and catechism teacher for over 20 years, I watched many children in our community grow up to become productive and responsible adults. My years of community involvement have taught me the value of being a leader to our youth and in our community. If elected, I will work hard to ensure that the City Council hears and understands the concerns of all residents and that the Council’s priorities reflect the voice of our community. I firmly believe in transparency in government and an open mind. My name is Raul Ruiz, and I am asking for your vote.

Nancy Salazar

Age: 38

Occupation: Perris City Clerk

Candidate Statement: My name is Nancy Salazar and it would be a privilege to continue serving the residents of Perris as your City Clerk.Perris deserves a City Clerk who is knowledgeable and experienced, with a clear vision of expanding services. As your current City Clerk I have brought about a new perspective and focus to the position. A priority of mine has been to increase transparency and access to all city records. For example: Software was implemented in 2017, to increase transparency and access, to the public, of financial forms. These forms are now available on the City website. Notary services are free of charge for Perris residents. All ordinances, resolutions, minutes and videos are now available on the City website. Most public records requests are completed and responded to within 24 hours. Spanish translation services are available at all City Council meetings. I have completed the training necessary for my Certified Municipal Clerk designation. We continue to be at the forefront of new technologies through innovative and cutting edge approaches. My qualifications are unparalleled. As the incumbent, I bring a wealth of experience. I ask for your support and vote.Together we can continue to make Perris great!
