In 2013, the City of Perris received the Nutrition Education and Obesity Prevention (NEOP) grant under Riverside County, the U.S. Department of Agriculture (USDA), and Supplemental Nutrition Assistance Program (SNAP), to implement programming that would promote healthy food and beverage choices, implement policy, systems and environmental changes support healthy behavior choices and reduce the prevalence of obesity. Through this grant, the City was able to partner with all three local school districts, community-based organizations and local community events to promote healthy eating and active living through marketing materials, in-person bilingual nutrition classes, development of gardens, and providing stencils in schools and local community sites to promote physical activity.

The NEOP grant eventually transitioned into the CalFresh Healthy Living program, a statewide campaign that supports active and nourished lifestyles. Under the new 3-year grant cycle, the scope of work has transitioned to work with local food pantries and parks, to implement changes to existing policies, systems and environments to encourage individual choices for healthy foods, beverages, and regular physical activity.
