PUBLIC WORKS CAPITAL IMPROVEMENT PROJECTS

S-036: Steet Maintenance and Metz Rd Alley Pavement Project

Gas Tax dollars at work.  The City of Perris advertised a Request for Proposal for a street maintenance and alleyway paving project.  All American Asphalt was the lowest bidder and awarded the project at the June 11^thCouncil meeting.  They are scheduled to begin work on Monday, August 5th.

CIP S-007: “D” Street Public Area Enhancements between 6^th and 8^th Street

The “D” Street Renovation Project is an ongoing multi-year funded project representing a collaborative approach between local, regional, and federal agencies. These stakeholders have come together to address the multi-faceted needs of the low-moderate income residents, including access to Downtown businesses, housing projects, the multi-modal  RCTC commuter rail station, and outdoor recreational activities. Costs will be financed through the utilization of Federal CDBG Funds, local funds derived from transportation impact fees, and economic development funds. A conceptual streetscape plan that combines landscaping, thematic lighting, road resurfacing, and street furnishings has been completed. During the FY 2023-24 CIP Budget Cycle the City Council approved approximately $1.9 million dollars in funding for civil engineering design and construction. The Public Works Department will start Phase 8 of the D Street Renovation Project in Summer of 2024, between 6^th and 8^th Street.

CIP S-007, S-060, S-127 : 4^th Street Area Enhancements between “D” and “C”  Street

In December, 2023 the City Council and  RCTC/Metrolink executed a new License Agreement for the use of RCTC property. Improvements including landscaping, monument signage, decorative lighting and colored concrete sidewalks will continue from the existing landscaping at D Street and the  Historic Bank building west within the  City’s right-of-way. Landscaping within the public parking areas on the south side of 4^th , within RCTC property, will complement landscaping  previously constructed by RCTC at the north side parking lots. The Public Works Department advertised and secured a low bid for the project in the amount of $782,847. A portion of the funding has been provided by  State Department of Cal-Trans acquired during the relinquishment of 4^th Street (formally Hwy. 74). Construction is scheduled for March, 2024.

All Californians need to be prepared for potential outages, especially those who rely on electricity for medical devices and equipment and live in a high fire risk area.

Southern California Edison’s Medical Baseline customers can now have greater peace of mind with a clean, portable backup battery, with renewable charging from an accompanying solar panel, through the utility’s Critical Care Backup Battery Program.

“SCE wants to help empower our customers and communities to be as prepared as possible for potential outages caused by unexpected weather and other emergencies,” said Jessica Lim, SCE principal manager of Customer Programs and Services. “Programs and services, such as Critical Care Backup Battery, can help provide additional resiliency and support during these critical times.”

Customers who may be eligible for the Critical Care Backup Battery Program must:

• Live in a high fire risk area;

• Be enrolled in the Medical Baseline program; and

• Be enrolled in an income-qualified program, such as California Alternate Rates for Energy (CARE) or Family Electric Rate Assistance (FERA).

Eligible customers will receive a letter informing them about the program and providing details on how to work with an SCE-approved contractor to determine the appropriate battery size for their medical devices. Once confirmed, the contractor will then deliver and set up the backup battery and solar panel for customers free of charge.

“We understand the burden the pandemic, which has been compounded by extreme weather events, can have on our customers and we have made it simpler for them to qualify for important programs like Medical Baseline until June 30,” said Lim.

Customers who may be eligible for the Medical Baseline Program:

• Rely on medical devices and equipment vital for life or to restore crucial physical function, including mobility.
• Are temperature sensitive and require air conditioning.
• Have a life-threatening illness, compromised immune system or other conditions requiring heating and/or cooling.

Customers who are not enrolled in an income-qualified program and do not meet the qualifications for the Critical Care Backup Battery Program can still check their eligibility for Medical Baseline online at sce.com/medicalbaseline, which is now available in 19 languages, including Spanish, Korean, Chinese, Vietnamese and Tagalog.

Join an Upcoming SCE Wildfire Safety Community Meeting!

SCE is hosting a series of community livestream meetings on its wildfire safety efforts, including work to protect and harden the grid, Public Safety Power Shutoffs (PSPS), customer care programs, and resources.

The Americans with Disabilities Act (ADA) is a comprehensive civil rights law for persons with disabilities in both employment and the provision of goods and services. The ADA states that its purpose is to provide a “clear and comprehensive national mandate for the elimination of discrimination against individuals with disabilities.” Congress emphasized that the ADA seeks to dispel stereotypes and assumptions about disabilities and to assure equality of opportunity, full participation, independent living, and economic self-sufficiency for people with disabilities. 

This ADA Self-Evaluation and Transition Plan is prepared to fulfill the requirements set forth in the ADA 1991 standards Title II Regulation. The ADA states that a public entity must reasonably modify its policies, practices, or procedures to avoid discrimination against people with disabilities. This report will assist the City of Perris in identifying policy, program, and physical barriers to accessibility and in developing barrier removal solutions that will facilitate the opportunity of access to all individuals. 

This report describes the process developed to complete the self-evaluation of City of Perris’ programs, policies, and facilities; presents the findings of that evaluation; and provides recommendations and a Transition Plan for ensuring accessibility. 

This report also provides the planning and implementation of necessary program and facility modifications over the next several years. The ADA Self Evaluation and Transition Plan establishes the City of Perris’ ongoing commitment.
