Code Enforcement Team

The Code Enforcement Division is responsible for performing field inspections of properties to ensure compliance with applicable building, zoning, safety, nuisance codes and ordinances. Code Enforcement Officers conduct both proactive and reactive inspections of property to insure compliance with these standards. It is the goal of the Code Enforcement Division through public education to direct your attention to any existing code violations, which could have a negative effect on your property, neighborhood and the City of Perris as a whole.

Report a Concern

There are many ways to report a concern:

Report a violation online.
Download and complete a Complaint Form.
NON- Emergency concerns can be submitted via the City of Perris app (Apple and Android).
E-mail complaints to the City of Perris Code Enforcement.
Call Code Enforcement directly at (951) 385-4131.
Send a letter or an inspection request form to our office explaining the problem.
Visit us in person and talk to our Code Enforcement staff.

When reporting a concern, please be prepared to give the address of the subject location. This information is important for processing your complaint without delay. It also allows us to search for current enforcement action, violation history and property ownership prior to investigation.

Yard Sale Permits

To legally hold a yard sale in the City of Perris, you need to purchase a Yard Sale permit. To learn more about the city code governing yard sales, see Perris Municipal Code Chapter 5.3. If you hold a yard sale without a permit, you can be cited for a code violation.

Yard Sale permits are for residents within the City limits of Perris only. County residents do not need a permit.

You can obtain a yard sale permit at Perris City Hall during normal office hours (Monday - Friday 8 a.m. – 6 p.m.).

To purchase a yard sale permit...

You will need a valid Drivers License or Identification card. If the address on your Drivers License or Identification card is not current, you will also need to bring proof of current address (ex: utility bill) that has your name.

The cost of the permit is $7 (or $15 prepaid for three permits to be used before 12/31 of that year) and we accept cash, debit, Visa, and MasterCard.

CR&R incorporated environmental services offers a comprehensive street sweeping program assisting our City in complying with the requirements of the National Pollutant Discharge Elimination System (NPDES).

How can I report an illegal yard sale?
Anyone can report an illegal yard sale to the Code Enforcement Department at (951) 385-4131, located at 227 North D Street, Monday–Friday between the hours of 8:00 a.m and 5:00 p.m. A Yard Sale is considered to be illegal if one of the following conditions exist:
- The resident did not obtain a permit for the yard sale.
- The yard sale occurs more than 3 consecutive days.
- The resident has more than 2 yard sales occur on their premises.
- The resident is selling prohibited items (food, non-rummage).
How do I obtain a yard sale permit in Perris?

Applications can be obtained at City Hall located at 101 North D Street, Monday–Thursday between the hours of 8:00 a.m and 6:00 p.m. The cost for a permit is $7.00, or the resident can pre-pay an amount of $15.00 to cover all three sales, and can be paid by cash, debit, Visa or MasterCard.

The applicant will need to bring a valid Identification card with current Perris address. If the Identification card does not have the current Perris address, a second piece of information indicating residency will need to be provided, such as a utility bill or mortgage statement.
How many Clean-Up Days are there in a calendar year?

Two times per year: one in fall and one in spring. Prior to the event, flyers with date, time and location will be mailed out to all residents.
How many yard sales may I have in a year?

Each Perris address is allowed three yard sales per calendar year, and a free yard sale can be held with no permit needed on a specified weekend during the Citywide Clean-Up period. A yard sale may occur for 1 to 3 consecutive days. In addition, sales can only be held Friday through Sunday from 7 a.m. – 6 p.m.
What is the process after I file a concern?
Once you file a concern, here's what happens:
1. After receiving a concern of a possible code violation, a case is created and directed to a Code Enforcement Officer for inspection.
2. Within 30 days, the assigned Code Compliance Officer inspects and/or investigates the concern to see if an ordinance or regulation is being violated. If the concern involves another city department, it is referred to them for investigation. If no violation is found, the case is closed.
3. If a violation is confirmed, a 1st Notice of Violation is served or mailed to the responsible person(s), giving a specific time frame for compliance.
4. After that period for compliance has expired, a re-inspection is conducted. If the violation(s) is/are corrected, the case is closed. If the violation(s) is/are not corrected, further enforcement action is taken, such as 2nd Notice, and Final Notice, which may include the issuance of a written citation. Administrative Citation fines can range from $100 to $500 per violation. Continued violations can result in multiple citations and/or be subject to Notice of Pendency Lien.
