Rules & Submissions Guidelines  

Spooky season is here, and the City of Perris is holding a pumpkin carving contest until October 31, 2022. 

Fall into some harvest fun and enter for a chance to win a gift card by uploading a pic of your carved pumpkin on your social media platforms with the #PerrisPumpkins or snap a photo and email it to socialmedia@cityofperris.org.

1. CONTEST PERIOD: The Perris Pumpkins 2022 pumpkin carving contest entry period begins at 6:00 a.m. PST on October 1, 2022 and ends at 11:59 p.m. PST on October 31, 2022. One winner will be selected in four categories: Kids 12 & Under, Teens 13-17, Adults 18 & Up and PTV Pick. PTV Pick will be selected by PTV staff. Kids 12 & Under, Teens 13-17 and Adults 18 & Up will be selected by the public on the City’s social media channels. The voting period for Kids 12 & Under, Teens 13-17 and Adults 18 & Up begins on November 1, 2022 and ends on November 4, 2022. Contest winners will be announced on November 10, 2022 on City of Perris social media channels and the Weekly Muse.

2. ELIGIBILITY: This promotion is open to all social media followers of the city of Perris. Entrants must be the rightful owner of the submission or must have the rights, title, and interest necessary to utilize the submission for the contest in compliance with these official rules. Officers, directors, employees, agents, and representatives of the City of Perris and its promotional partners and their respective parents, affiliates and subsidiaries, participating advertising and promotion agencies (and members of their immediate families and/or those living in the same of household of each such employee) may participate in the contest but are not eligible win any prizes. Prior winners of the Perris Pumpkins carving contest may participate in the contest and remain eligible to win any prizes. 

3. HOW IT WORKS: During the Entry Period, entrants may submit untouched images of carved pumpkins via their Facebook page, Twitter or Instagram by posting a public photo using the hashtag #PerrisPumpkins. Account must be publicly viewable and must follow the City of Perris. Submissions can also be made via email to SocialMedia@CityofPerris.org. Failure to follow these guidelines may result in an incomplete submission. 

During the tournament-style voting process for the Kids 12 & Under, Teens 13-17,  Adults 18 & Up and category, entrants may vote on one (1) entry per day on the City’s social media channels. All entries are deemed public and all entrants agree that the City of Perris may post and use the names of the winners and their submissions on the City of Perris website and Facebook, Instagram, and Twitter accounts. 

4. THE PRIZES: 

PTV Pick winner will receive $100 pre-paid Visa gift card (selected by the public) 

Kids 12 & Under, Teens 13-17, and the Adults 18 & Up Winner will receive $50 gift card (selected by PTV staff) 

Each potential winner will be notified by a posting on the City of Perris Facebook, Instagram, Twitter and announced on the Muse. Winner is required to respond to the notification within 48 hours of the posting. Failure to respond to the posting within 48 hours may result in forfeiture of the applicable prize. 

If the applicable prize goes unclaimed or a potential winner is found to be ineligible, or if he or she has not complied with these Official Rules or declines the applicable prize for any reason prior to its award, such potential winner will be disqualified and an alternate winner may be selected, at the sole discretion of the City of Perris. The City reserves the right to disqualify anyone not fully complying with the Official Rules. Any expenses incurred, whether or not specified herein are the responsibility of the winner. All prizes are awarded without warranty, express or implied, of any kind. 

5. SUBMISSION CONTENT GUIDELINES: Submissions may not contain, as determined by the City, in its sole discretion, any content that: is sexually explicit or suggestive; is unnecessarily violent or derogatory of any ethnic, racial, gender, religious, profession, or age group; is profane; promotes alcohol, illegal drugs, tobacco, or firearms/weapons (or the use of any of the foregoing); promotes any activities that may appear unsafe or dangerous, or promotes any particular political agenda or message; is obscene or offensive; endorses any form of hate or hate group; appears to duplicate any other submitted submission; contains any personal information, such as license plate numbers, e-mail addresses, or street addresses; communicates messages inconsistent with the positive images and/or goodwill with which the City wishes to associate; and/or violates any law. Any submissions that do not comply with these Official Rules or that otherwise contain prohibited or inappropriate content deemed unacceptable by the City, in its sole discretion, will be disqualified, will not be published, and may be deleted from the City’s page. The City of Perris makes the final determination as to which submissions are eligible to take part in this promotion. The City reserves the right to modify the criteria, dates, and guidelines of the Contest at any time. All submissions become the sole property of the City and will not be returned. By submitting your submission, you grant the City full and unlimited ownership and usage rights to your submission, in whole or in part, in any manner or medium, including the unlimited right to display, reproduce, record, exhibit, distribute, copy, edit, change, modify, add to, subtract from, and re-title the submission. 

6. GENERAL CONDITIONS/CONDUCT: By participating, entrants agree to these Official Rules and to the Instagram, Twitter and Facebook terms and conditions which are final and binding in all respects. Void wherever prohibited or restricted by law. Failure to comply with these Official Rules may result in disqualification. If for any reason this promotion is not capable of running as planned due to causes that affect the administration, security, fairness, integrity, or proper conduct of the promotion, the City reserves the right, at its sole discretion, to cancel, modify, or terminate the Contest without awarding any of the prizes. 

The City is not responsible for the functionality of the Perris Pumpkins social media outlets. No assurances are given with respect to the capacity, speed, or other qualities of the Perris Pumpkins Facebook page or the internet. Further, the City of Perris reserves the right, at its sole discretion, to disqualify any individual deemed to be: (a) tampering or attempting to tamper with the selection process or the operation of the Contest; (b) violating the Official Rules; (c) violating the terms of service, conditions of use and/or general rules or guidelines of any property or service; (d) acting in an unsportsmanlike or disruptive manner; or (e) attempting to gain votes by utilizing sites, groups, or other organizations designed to encourage voting. 

This Contest is governed by and subject to the laws of the State of California. All applicable federal, state, and local laws and regulations apply. The City of Perris is not responsible for any typographical or other errors in the printing of the offer, administration of the Contest or the announcement of a prize, or for lost, late, misdirected, damaged, incomplete, or illegal entries. By entering or participating in this Contest, entrants waive the right to claim any ambiguity or error in the Official Rules or in the Contest itself. If any provision of these Official Rules is found to be unlawful, void or for any reason unenforceable, then that provision shall be deemed severable from these Official Rules and shall not affect the validity and enforceability of any remaining provisions. Headings and captions are used in these Official Rules solely for convenience of reference, and shall not be deemed to affect in any manner the meaning or intent of these Official Rules or any provision hereof. CAUTION: ANY ATTEMPT BY AN ENTRANT OR ANY OTHER INDIVIDUAL TO DELIBERATELY DAMAGE THE CITY WEBSITES OR ITS SOCIAL MEDIA PAGES OR POSTS OR FEEDS OR ANY OTHER WEBSITE ASSOCIATED WITH THE CONTEST OR TO UNDERMINE THE LEGITIMATE OPERATION OF THE CONTEST MAY BE A VIOLATION OF CRIMINAL AND CIVIL LAWS. SHOULD ANY SUCH ATTEMPT BE MADE, THE CITY OF PERRIS RESERVES THE RIGHT TO SEEK DAMAGES FROM ANY SUCH PERSON TO THE FULLEST EXTENT PERMITTED BY LAW. 

7. LIMITATIONS OF LIABILITY/RELEASE: City of Perris, Facebook, Twitter and Instagram assume no responsibility or liability for: (a) any incorrect submission information or content, or any failed electronic data transmissions; (b) any unauthorized access to, or theft, destruction or alteration of submissions at any point in the operation of this Contest; (c) any technical malfunction, failure, error, omission, interruption, deletion, defect, delay in operation or communications line failure; or (d) any inaccessibility or unavailability of the Internet, the City of Perris social media accounts, or of any website or any combination thereof. IN NO EVENT WILL ANY OF THESE ENTITIES BE RESPONSIBLE OR LIABLE FOR ANY DAMAGES OR LOSSES OF ANY KIND, INCLUDING, WITHOUT LIMITATION, DIRECT, INDIRECT, INCIDENTAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES (including loss of use, data, business, or profits), ARISING OUT OF OR IN CONNECTION WITH THE CONTEST.
