A Conditional Use Permit (CUP) is not required to apply for a marijuana license application. The above marijuana license application is a separate application that reviews the business operations of the proposed operation. A development application will be required for any new construction associated with the marijuana operation. A development application may be required for an operation locating into an existing building. Please keep in mind that the applicant is responsible for bringing utilities (water, sewer, power, etc) and installing any required offsite improvements for the chosen site.

Every marijuana license is required to submit a renewal application each year. This applies to all marijuana licenses issued within the City. The below application provides further details on the renewal process, fees, and requirements.

Yes, a modification to the premises (new interior layout, increased cultivation canopy area, etc) is allowable utilizing a Modification Application.

Marijuana operations are only allowed within two locations within the City. These areas are referenced as the “North Map” and “South Map”. Copies of these maps can be found at the following links below:

A location will need to be secured in order for a marijuana license application to be submitted. The license will be tied to that location; therefore an application cannot be accepted while the applicant is searching for a property.

The City of Perris is currently accepting the following licenses:

• Marijuana Indoor-Cultivation
• Manufacturing (volatile or non-volatile)
• Distribution
• Testing

The City is not accepting applications for any new Dispensary facilities at this time. 

The City is not accepting of non-store front marijuana delivery licenses or micro-businesses.

The City only allows for indoor marijuana operations. A mixed-light greenhouse may be acceptable but would need to meet all current Zoning and Building Standards. This would include screening, architectural compatibility with the surrounding uses, etc. A standard metal agricultural greenhouse would not be acceptable.
